For a home that loses power every winter, outage gear is the most useful present.

A NOAA weather radio. The NWS receiver guide says to look for a tone alarm, SAME coding that limits alerts to chosen counties, and battery backup, since outages often happen during storms. Radios with the Public Alert logo meet certain technical standards. Ready.gov’s basic kit also lists a NOAA Weather Radio with tone alert.
